Well, violent crime in New York did fall by 40% during Ray Kelly's 14 years as commissioner, starting right after 9-11.

But he also created the first counterterrorism bureau of any municipal police department in America and stationed New York City detectives in 11 foreign cities. But his lasting legacy for law enforcement agencies worldwide is the Real Time Crime Center that uses data mining to search millions of computer records and put investigative leads into the hands of detectives in the field.
